Cyprus
Problem and Turkey's Accession Talks with E U
Cyprus had a clear choice on December 17/ 04 to veto EU decision in
granting Turkey a date October 03 /05 to start accession talks with
EU. The president of Cyprus Mr.Tassos Papadopoulos decided to be a good
Samaritan for whatever reasons, but he failed to deliver a veto, contrary
to the popular Greek Cypriot will to veto Turkey's accession talks
with EU. The 76% Greek Cypriot historic NO vote to Koffi Annan's
dysfunctional "reunification" plan on April 24/ 04
failed to influence President's Tassos decision to veto Turkey's EU
accession Talks .
The Cypriot President will have to deal now with Turkey's
intransigence, which is at its zenith Turkey refuses to recognize Cyprus
state which is internationally recognized since 1960 and UN
and an EU, equal member state since May /04..The Cypriot
President Tassos Papadopoullos ,will have to deal with the re introduction
of the dysfunctional, undemocratic Koffi Annan's plan which will be
introduced by our Anglo-American "friends", to be imposed on to
the Cypriots, probably under a different name this time. .
The Cypriot President Tassos is between a rock and a hard place, and has
only few choices to make. He has to unify the Greek Cypriots
towards a common cause, but he has to please also its coalition governing
left wing party Mr Christofias, and has to battle with the fierce opponent
N. Anastasiades (who is willing to accept any pro Turkish Anann Plan
Cyprus "reunificationn" sellout solution ) .If nothing works
out, in our view, he will have to veto alone ,contrary to Greece's
propably endorsing vote to the next E U decision for Turkey's
unconditional entry into the EU. The Cypriot President must insist on
certain vital points for a functional, viable, and democratic Cyprus
solution, which will safeguard the human rights of all the Cypriots.
It is a historical fact, that the Cyprus problem is that of an
illegal 1974 Turkish invasion and occupation of 37% of its territory. The
1974 Turkish invasion and occupation of Cyprus is in violation with the
International Law, and the UN charter, and in violation of the basic
Human rights and EU principles values and standards. Cyprus, an EU equal
member must have a solution to its problem based on U N resolutions and
the EU adopted principles of democracy. President Tassos must put forward
an action plan on the table of a new negotiated peaceful Cyprus
settlement, a solution without short time hasty deadlines. A Cyprus
solution must be based on the democratic EU principles and must
never again short change the 80% Greek Cypriot majority.
It is our opinion that the president of Cyprus must declare the Koffi
Anna's 5th plan dead and invalid. Cyprus, must put forward a new
initiative for a democratic viable and functional solution. After all we
must take under consideration the NO vote of 76% of the Greek
Cypriot overwhelming majority to the unfair dysfunctional Koffi Annan plan
on April 24/04.
1) Turkey will have to recognize Cyprus State well ahead of October 03/05.
2) Turkey must withdraw the 40,000 Turkish army of occupation out of
Cyprus .
3) Turkey must respect Cyprus's sovereignty independence and territorial
integrity.
4) The 120,000 illegal Anatolian settlers must be repatriated to Turkey
5) The 200,000 Greek Cypriot refugees must return to their ancestral
homes
6) The three basic human rights i,e, freedom movement, settlement
and ownership must be enforced in Cyprus as they are
enforced in every other state of the E U.
7) It is a fact that Cyprus problem is that of the 1974
Turkish invasion and the subsequent 37% occupation of Cyprus's territory
by the force of arms which is illegal, immoral, unjust and contravenes to
E U principles of international law and order Furthermore Turkey
wants to turn Cyprus State into a Turkish protectorate and must be
stopped.
8) It is inconceivable, incomprehensible, and undemocratic for E U to
violate its own standards, rules and criteria and to allow Turkey, to
begin the accession talks on October 03/05 while at the same time, Turkey
occupies illegally 37% of Cyprus which is an equal EU member state.
9) Unless all of these conditions and Turkey's so many other
obligations towards EU are met, unless Turkey corrects the
human rights violations against its own minorities, and unless Turkey
fulfils all EU criteria, Turkey must not be permitted to have the
accession talks with EU simply because it is not ready yet to enter the
Family of European Nations.
10) Any plan for an overall Cyprus settlement must be finalized via
a referendum voted upon by the Greek Cypriot 80% overwhelming
majority of Cyprus's population.
Sincerely yours
Nondas Epaminonda
